MOŽNOSTI VYUŽITÍ DEA MODELŮ PRO HODNOCENÍ EFEKTIVITY STANIC HASIČSKÉHO ZÁCHRANNÉHO SBORU

Článek se zabývá porovnáním 16 požárních stanic konkrétního kraje České republiky za použití DEA modelu. Výstupem DEA modelu je počet zásahů. Vstupy jsou potom počet zaměstnanců, úroveň technického vybavení a plocha vnitřních prostor. Údaje pro vstupy byly zjištěny na základě statistických údajů Hasičského záchranného sboru, databází a odhadů. Vzhledem k tomu, že výstup má nekontrolovatelný charakter, byl pro výpočet efektivity zvolen vstupově orientovaný DEA model.
Výsledkem DEA analýzy je oddělení efektivních a neefektivních zkoumaných požárních stanic. Pro každou neefektivní požární stanici je navrženo potenciální zlepšení (snížení vstupů), potřebné pro dosažení maximální efektivity. Výsledná doporučení jsou dále přizpůsobena legislativním požadavkům České republiky.

Using DEA models for evaluation of firestation efficiency
This article deals with a comparison of 16 fire stations of a factual region of the Czech Republic with the use of a DEA model. The number of actions (output) and the number of employees, the level of fire equipment and the inside area (inputs) were obtained for each of the fires stations using the fire department's statistics, databases and estimations. As the outputs have an uncontrollable character, the input-oriented DEA model is chosen for the fire stations efficiency calculations.
The DEA efficiency analysis results in separating of the effective fire stations from the ineffective ones. The potential improvement (inputs decrease) necessary for reaching the maximal efficiency is proposed for each of the ineffective fire stations. This suggestion is further adapted with respect to the real feasibility and to the Czech legislation.
